A friend of mine who is a Chinese citizen wants short-term travel to Europe and currently has an F1 visa-- not expired. Is it possible to simply apply for a tourist visa? If not- can we have someone invite her?|||Of course my she apply for a Schengen visa if she stays in the United States as a long term student. She would only have no chance to get a Schengen visa if she would be only on a visitor status (B1/B2-visa) in the United Stated.
As wrongly stated before the application must not be made at the first country she plans to enter the Schengen zone. In general a visa application needs to be addressed to the Consulate of the country which is the main destination. Only if that should be equally distributed she would need to apply at the first country she plannes to visit.
Ties to the United States can be proved by a statement of her studying institute showing her pregress and the time she is still required to study in the United States.
Of course she must be able to show that she has sufficient funds to cover her stay in Europe which varies on the country she plans to visit. Central and North European countries require a higher daily amount ($70-90) per day of stay than countries in Eastern or Southern Europe.
SInce you did not specify your question to a certain country I can only submit some general information of the required documents for a Schengen visa application which may vary from Embassy to Embassy.
An invitation (affidavit of support) would only help if she has friends or relatives residing in the Schengen area who are willing to declare the take over of financial responsibility during her stay in the Schengen zone and provide accommodation and/or maintenance. This would only be feasible if she would not have to fully financial means to cover her stay in the Schengen zone.

She can apply, of course, but it seems unlikely she has any chance of getting it.|||She has to apply to the embassy of the country that she will be going to first. She will need to show that she will leave - she needs to take course transcripts etc. No guarantee that she will get the visa. Invitations do not make any difference.
